Each gap names the sources involved and the next concrete action. These are plans, not commitments or findings.

    Recover completed party-finance filings

    Forms, audit invitations and compliance notices are discoverable; actual completed accounts and donor-level returns have not been retrieved.

    Next action

    Trace current INEC document links, alternate hosts, archive captures and newspaper citations for 1999–2023. Where access remains unresolved, prepare a precisely scoped request for filings and publication inventories. No request has been sent.

    Inventory elections beyond presidential contests

    Candidate-list and report references provide a starting point, but the historical contest inventory is incomplete.

    Next action

    Inventory presidential, governorship, legislative, FCT, local and off-cycle contests. Retrieve source tables with jurisdiction and office identifiers, then measure completeness against expected contests.

    Establish lawful ownership-data access

    BODS/JSON exchange is described by CAC, but unrestricted public endpoints and historical statement availability have not been established.

    Next action

    Obtain public access documentation and reuse terms, confirm registration requirements, request sample dated statements and compare NEITI sector coverage. Do not publish private addresses or name-only matches.

    Verify procurement and treasury acquisition routes

    Official procurement links exist, but portal retrieval was unsuccessful and the treasury lead remains unverified.

    Next action

    Retry official access, inspect permissible alternate downloads and seek agency inventories. Confirm OCDS, pagination and permitted request rates. Expand the registry to all states and FCT without claiming full coverage.

    Confirm Nigeria's political-ad archive coverage

    Meta documentation was discovered, but Nigerian archive coverage and API access are not connected or verified.

    Next action

    Confirm geographic eligibility, registration and retention in official documentation. Connect authorised API access, preserve spend ranges and evidence-backed advertiser affiliations. Monitoring is not currently running.

    Version the rules before evaluating compliance

    Comparative questions and official finance resources are available, but applicable historical legal thresholds have not been verified.

    Next action

    Retrieve primary legislation and official regulations by effective date. Use IDEA as a discovery/citation layer, never apply current thresholds retrospectively, and distinguish missing filings from proved noncompliance.

    Ingest the 2027 governorship and State Assembly candidates

    INEC's timetable schedules this list for 10 October 2026 (reported). Until then, the governorship tab of the tracker is empty by design.

    Next action

    The daily INEC watch will flag the new notice. Run ingest/inec_candidates.py on it, review the validation output, then publish the 28 governorship races with full tracking.

    Preserve evidence before publishing financial claims

    Candidate lists are now preserved with SHA-256 fingerprints and Wayback copies, but no financial document has been preserved or ingested yet.

    Next action

    After permission review, implement original-file storage, SHA-256 hashes, archived URLs, retrieval dates, page-level citations and human review for financial tables. Keep pledges, contributions, observations and allegations separate.
