Evidence

Three PDFs retrieved and parsed: 18 presidential tickets (3 pages), 1,303 Senate candidates in 109 districts (127 pages) and 3,560 House candidates in 360 constituencies (300 pages). Serial numbers are contiguous within each state. One House entry prints an age of 947; it is kept as printed and flagged.

Limitations

Names are printed surname first, with inconsistent spacing in some constituency names (normalised for matching; the printed form is kept). Lists can change through substitutions or court orders, so they are re-checked daily.

Ingestion plan

Ingested with ingest/inec_candidates.py: SHA-256 of each PDF, Wayback Machine copy, pdfplumber table extraction, validation of serials, ages, genders, party codes and constituency counts. A daily GitHub Action (ingest/inec_watch.py) reports any change for human review before re-ingestion.

Expected records, as stated: 4,881 candidates and 18 running mates ingested (presidential, Senate, House).

INEC's website states 'All Rights Reserved'. Facts are extracted and cited to the original notice; the PDFs are linked, not republished.
