Evidence
BPP's official page identifies NOCOPO and links to its system, procurement-record spreadsheet templates and approved-contract downloads. The system itself could not be retrieved by the research fetch service.

Portal failure is not evidence that contracts do not exist. No contract records, OCDS endpoint or coverage period have been verified. A procurement template is not an award dataset.
