Evidence

Seven reports parsed; every category figure (122) was found in the report text and category figures sum exactly to CSJ's totals. Several governorship totals include amounts CSJ attributes to vote buying or state resources.

Limitations

Observation-based: counts what monitors saw, so it usually understates spending. Vote-buying and state-resource amounts are allegations and are kept out of OpenPolls spending figures; totals that include them are withheld.

Ingestion plan

Loaded with ingest/build_spending.py as 'Observed by monitors'. Reports archived where the Wayback Machine allowed and fingerprinted (SHA-256).

Expected records, as stated: 94 observed figures loaded; 14 monitor totals withheld.
